E’ stata pubblicata nella Gazzetta Ufficiale del 31 gennaio 2018, n. 25, la legge n. 2/2018 relativa alle « Disposizioni per lo sviluppo della mobilità in bicicletta e la realizzazione della rete nazionale di percorribilità ciclistica».

La legge ha lo scopo di promuovere ed incentivare l’uso della bicicletta all’interno della vita quotidiana, sia come mezzo di trasporto ecosostenibile sia come mezzo per «ridurre gli effetti negativi della mobilità in relazione al consumo del suolo».
E' prevista l’adozione, entro 6 mesi dall'entrata in vigore della presente legge, di un Piano generale della mobilità ciclistica, il quale andrà ad integrare il Piano generale dei trasporti e della logistica.
Si riferirà ad un periodo di 3 anni ed individuerà non solo le ciclovie che andranno a costituire la Rete ciclabile nazionale «Bicitalia», ossia la rete infrastrutturale di livello nazionale integrata nel sistema della rete ciclabile transeuropea c.d. «EuroVelo», ma anche gli interventi e gli atti necessari per la realizzazione della rete, nonché la definizione del quadro delle risorse finanziarie.


Le Regioni, nell’ambito delle proprie competenze, al fine di implementare e valorizzare il Piano generale dovranno predisporre ed aggiornare con cadenza triennale il Piano regionale della mobilità ciclistica.

 L’art. 9 della legge prevede inoltre alcune modifiche al codice della strada. In particolare, il nuovo art. 61, comma 1, lett. c), prevede che «Gli autobus da noleggio, da gran turismo e di linea possono essere dotati di strutture portasci, portabiciclette o portabagagli applicate a sbalzo posteriormente o, per le sole strutture portabiciclette, anche anteriormente» struttura che «può sporgere longitudinalmente dalla parte anteriore fino ad un massimo di 80 cm dalla sagoma propria del mezzo».





It was published in the Official Gazette of January 31, 2018, n. 25, the law n. 2/2018 concerning the «Provisions for the development of cycling mobility and the construction of the national cycling route network».

The purpose of the law is to promote and encourage the use of bicycles within everyday life, both as an environmentally sustainable means of transport and as a means to "reduce the negative effects of mobility in relation to land consumption".
The General Plan of Cycle Mobility will be adopted within 6 months of the entry into force of this law, which will complement the General Plan of Transport and Logistics.
It will refer to a period of 3 years and will identify not only the cycle routes that will form the "Bicitalia" national cycle network, ie the national level infrastructural network integrated into the Trans-European cycle network system c.d. «EuroVelo», but also the interventions and deeds necessary for the realization of the network, as well as the definition of the framework of financial resources.

The Regions, within the scope of their skills, in order to implement and enhance the General Plan, will have to prepare and update the regional cycling mobility plan every three years.


 Article. 9 of the law also provides some changes to the highway code. In particular, the new art. 61, paragraph 1, lett. c), provides that "Rental, touring and coaching buses may be fitted with rear-mounted ski carriers, bicycle racks or roof racks or, for the bicycle carrier structures, also frontally" which can protrude longitudinally from the side front up to a maximum of 80 cm from the vehicle's own shape ».
