L' equilibrio della vita. Filosofia del ciclismo

 Il libro è un diario di viaggio, un percorso narrativo ricco di storie, incontri, riflessioni e aneddoti — a volte profondi, a volte divertenti — che nasce dal movimento stesso: quello dei pedali, ma anche quello dell’anima.

Pagina dopo pagina, l’autore racconta i luoghi attraversati in bicicletta e i momenti vissuti lungo la strada, trasformando l’esperienza ciclistica in qualcosa che va oltre il semplice spostarsi da un punto A a un punto B. È in quelle righe che il viaggio diventa prima una piccola filosofia, poi un vero e proprio stile di vita.

Alla vigilia della Giornata Internazionale delle Persone con Disabilità, all’IPSIA Pacinotti di Foggia si è respirata un’aria speciale: quella dell’inclusione… in bici! 🚲❤️

I protagonisti: i “Tandem dell’abbraccio”

Tre HugBike, mezzi speciali con manubrio allungato, hanno permesso a ragazzi con disabilità di pedalare in sicurezza, protetti dall’abbraccio del passeggero posteriore. Un’esperienza emozionante, dove la gioia di muoversi su due ruote si mescola a quella di condividere un momento unico insieme.

“È stato un piacere collaborare a questa iniziativa”, commenta Antonio Dembech, presidente dei Cicloamici Foggia Fiab. “Pedalare insieme, senza barriere, è la vera lezione di inclusione. E la pista intorno alle collinette della Città del Cinema è perfetta per imparare in sicurezza, lontani dalle auto”.

Emozioni che uniscono

L’iniziativa, promossa dal Dipartimento di sostegno dell’istituto e coordinata dal professor Gianni Scopece, ha coinvolto anche gli studenti delle scuole Parisi - De Sanctis e Dante Alighieri. Una giornata aperta a tutti, dove la bicicletta diventa strumento di integrazione e divertimento.

“Come Cicloamici Foggia Fiab, siamo pronti a replicare l’esperienza con altre scuole e associazioni. Ogni pedalata è un passo verso più inclusione”, conclude Dembech.

On the eve of the International Day of Persons with Disabilities, IPSIA Pacinotti in Foggia hosted a special event: inclusion… on bikes! 🚲❤️

The Stars: the “Hug Tandems”

Three HugBikes, special bikes with extended handlebars, allowed students with disabilities to pedal safely, embraced by a rear passenger. A moving experience, where the joy of cycling merges with the happiness of sharing a unique moment together.

“It was a pleasure to collaborate on this initiative,” said Antonio Dembech, president of Cicloamici Foggia Fiab. “Riding together, without barriers, is the real lesson in inclusion. The track around the hills at Città del Cinema is perfect for learning safely, away from traffic.”

Emotions That Unite

The initiative, promoted by the school’s support department and coordinated by Professor Gianni Scopece, also involved students from Parisi - De Sanctis and Dante Alighieri schools. A day open to everyone, where the bicycle becomes a tool for integration and fun.

“As Cicloamici Foggia Fiab, we are ready to replicate this experience with other schools and associations. Every pedal stroke is a step toward greater inclusion,” concludes Dembech.

eBike truccate a Milano: i controlli fanno tremare i rider più “furbi”

Bici elettriche che sfrecciano come motorini? Non è più fantasia: nelle strade di Milano le eBike irregolari erano diventate una vera emergenza per la sicurezza. Finalmente, i controlli sono arrivati… e i risultati sono clamorosi.

54 bici sequestrate e quasi 400 mila euro di multe

Il 4 e 5 luglio, i Carabinieri dell’Aliquota Infortunistica del Nucleo Radiomobile, insieme al personale della Compagnia Milano Duomo e del 3° Reggimento Lombardia, hanno messo nel mirino le eBike truccate. Su 71 bici controllate, 54 erano irregolari e sequestrate, con un totale di 271 contravvenzioni che hanno generato multe per 378.000 euro.

La normativa è chiara: le eBike devono essere a pedalata assistita, con motore che aiuta solo fino a 25 km/h. Peccato che molti rider abbiano trasformato le bici in veri e propri accelerati, capaci di raggiungere velocità medie di 40 km/h e punte record fino a 70 km/h.

Controlli hi-tech per fermare i “furbetti”

Come si fa a scoprire chi sfora i limiti? I Carabinieri hanno usato un dispositivo simile a un banco prova a rulli per auto, in grado di misurare velocità e caratteristiche tecniche di ogni eBike. Obiettivo: garantire sicurezza per tutti e mettere un freno a un fenomeno in crescita, soprattutto tra i rider del food delivery.

La strada verso una mobilità più sicura

Le eBike truccate non sono più un mistero. Milano ha dato il primo segnale concreto: chi non rispetta le regole paga, e le strade diventano più sicure. Resta da vedere se altre città seguiranno l’esempio e metteranno un freno alle bici “superveloci” e fuori norma.

54 Bikes Seized and Almost €400,000 in Fines

On July 4th and 5th, the Carabinieri of the Accident Investigation Unit of the Mobile Nucleus, together with personnel from the Milan Duomo Company and the 3rd Lombardy Regiment, targeted tuned eBikes. Out of 71 bikes checked, 54 were illegal and seized, resulting in 271 fines totaling €378,000.

The law is clear: eBikes must be pedal-assist only, with motors helping up to 25 km/h. Unfortunately, many riders have turned their bikes into full-fledged scooters, reaching average speeds of 40 km/h and record peaks up to 70 km/h.

Sicurezza in bici: la nuova proposta di legge che può cambiare le strade italiane

Andare in bicicletta significa scegliere salute, sostenibilità e libertà. Ma sulle strade italiane questa libertà è ancora fragile. Ogni giorno chi pedala convive con traffico intenso, sorpassi rischiosi e automobilisti che, troppo spesso, non rispettano le distanze di sicurezza. Una realtà confermata dai dati ufficiali e – purtroppo – dalle cronache quotidiane.

Da questa emergenza nasce la proposta di legge presentata dalla Federciclismo Puglia, fortemente voluta dal presidente federale Cordiano Dagnoni. Un pacchetto di misure pensato per proteggere i ciclisti, considerati a tutti gli effetti utenti vulnerabili della strada.

Perché intervenire: i numeri che raccontano l’urgenza

La presentazione è avvenuta il 19 settembre 2025, durante il convegno “Una bicicletta per spostarsi in sicurezza: creare economia e vivere meglio le nostre città” alla Fiera del Levante di Bari.

Solo in Puglia, nel 2024, si sono verificati:

• 11.026 incidenti stradali

• 241 vittime

• oltre 17.000 feriti

• 372 sinistri che hanno coinvolto biciclette, costati la vita a 11 persone

Dati che fanno riflettere. Oltre l’80% delle morti in bicicletta avviene su strade extraurbane, dove velocità elevata e infrastrutture carenti rendono ogni spostamento più rischioso.

Sorpasso e comportamento in strada: cosa cambia davvero
La proposta contiene due modifiche che, se approvate, cambieranno concretamente la convivenza tra automobilisti e ciclisti.

1. Sorpasso con 1,5 metri di distanza obbligatori

Non più una raccomandazione vaga, non più “ove le condizioni lo consentano”.
Il sorpasso dei ciclisti dovrà sempre avvenire mantenendo almeno 1,5 metri di distanza laterale.
Una norma semplice, chiara e salva-vite.

2. Addio all’obbligo di fila indiana sulle extraurbane

I ciclisti potranno pedalare affiancati anche fuori città, aumentando la propria visibilità.
Per gli automobilisti significa dover considerare il gruppo come un’unica entità compatta, rendendo i sorpassi più controllati e meno azzardati.

Non solo norme: educazione e cultura della sicurezza

Il testo non si limita alle regole. Punta anche sulla prevenzione:

• potenziamento dell’educazione stradale nelle scuole;

• diffusione di una cultura del rispetto reciproco;

• sostituzione del termine “incidente” con “scontro stradale”, per evidenziare che molti episodi non sono fatalità, ma conseguenze di comportamenti sbagliati.

Il contributo della Fondazione Michele Scarponi

Tra i promotori c’è anche la Fondazione Michele Scarponi, impegnata in tutta Italia per trasformare la tragedia del campione marchigiano in un motore di cambiamento.
La sua partecipazione dà ancora più forza a un’iniziativa che mette davvero i ciclisti al centro.

Strade più sicure: infrastrutture e tecnologia

Alle modifiche del Codice si affiancano richieste molto concrete:

• manutenzione e pulizia delle strade secondarie,

• segnaletica dedicata,

• bike lane nei tratti più pericolosi,

• banchine sgombre da vegetazione.

E poi la tecnologia: sistemi digitali e piattaforme basate su intelligenza artificiale potrebbero monitorare i flussi, prevedere situazioni di rischio e fornire dati utili alle autorità per interventi più efficaci.

Un segnale positivo, anche se in ritardo

Il pacchetto della Federciclismo arriva in un momento importante, ma non perfetto: siamo a settembre 2025, nove mesi dopo l’approvazione del nuovo Codice della Strada.
Un’occasione mancata? Forse sì. Queste proposte avrebbero potuto incidere prima.

Ma, come si dice, meglio tardi che mai.
L’auspicio ora è che vengano recepite rapidamente, perché la sicurezza di chi pedala non può aspettare.

Cycling Safety: The New Bill That Could Change Italian Roads

Choosing the bicycle means choosing health, sustainability, and freedom. But on Italian roads, this freedom is still fragile. Every day, people who ride bikes face heavy traffic, risky overtakes, and drivers who too often ignore safe passing distances. A reality confirmed by official data and—unfortunately—by daily news reports.

This emergency is what inspired the bill presented by the Puglia Regional Committee of the Italian Cycling Federation (Federciclismo), strongly supported by its national president Cordiano Dagnoni. A package of measures designed to protect cyclists, who are still among the most vulnerable users on the road.

Why We Need to Act: The Numbers Speak Clearly

The proposal was unveiled on September 19, 2025, during the conference “A Bicycle to Travel Safely: Creating Economy and Improving Urban Life” at the Fiera del Levante in Bari.

In Puglia alone, 2024 saw:

• 11,026 road crashes

• 241 fatalities

• over 17,000 injuries

What the Bill Changes: Overtaking and Road Behaviour

The proposal includes two key changes that could significantly improve coexistence between drivers and cyclists.

1. Overtaking: 1.5 Metres of Distance, Always

No more vague recommendations or “where road conditions allow.”
Drivers will be required to leave at least 1.5 metres when overtaking a cyclist.

2. No More Single-File Obligation on Extra-Urban Roads

Cyclists will be allowed to ride side by side even outside urban areas, increasing their visibility.

• stronger road-safety education in schools,

The Michele Scarponi Foundation—created to honour the memory of the champion killed while training—is among the contributors to the proposal.
Its involvement adds even more weight to an initiative clearly focused on protecting cyclists.

Safer Roads Through Infrastructure and Technology

Alongside legal changes, Federciclismo is calling for tangible improvements:

• maintenance and cleaning of secondary roads,

• cyclist-specific signage,

• bike lanes in the most dangerous stretches,

• roadside shoulders kept clear of vegetation.

Technology will also play a role: digital systems and AI-powered platforms could monitor traffic flows, predict risky situations, and provide authorities with reliable data for quick, effective decisions.

A Positive Step—Even if a Late One

The proposal from Federciclismo is a positive and much-needed step forward.
Still, it arrives in September 2025—nine months after the approval of the new Highway Code.
It’s hard not to think these ideas could have influenced the law earlier.

But as the saying goes, better late than never.
Now the hope is that these measures will be incorporated into the Highway Code as soon as possible, helping make Italian roads safer for everyone who chooses to travel by bike.

Tutto, quel giorno, viaggiò con una rapidità che oggi faticheremmo perfino a immaginare. Era come se l’Italia intera fosse attraversata da un’unica corrente elettrica. La notizia della mia fuga correva di bocca in bocca, rimbalzava tra telefoni fissi, citofoni e urla dalle finestre. La radio e la televisione trasmettevano aggiornamenti in diretta, e quel sabato — in cui molti non lavoravano — milioni di italiani rimasero incollati allo schermo, increduli, agitati, affamati di ogni nuovo dettaglio. Si telefonavano freneticamente, si cercavano, si davano appuntamento ovunque pur di seguire insieme ciò che stava accadendo.

C’era chi lo scopriva al bar, davanti al caffè di metà mattina, e correva subito a casa per accendere la TV; e c’erano interi stabilimenti balneari che, a un tratto, si fermavano come sospesi. I bagnini portavano le piccole televisioni dei chioschi fin sulla sabbia, improvvisando prolunghe e supporti con pezzi di legno, casse di birra o sedie pieghevoli, pur di far vedere a tutti quelle immagini che sembravano appartenere più alla fiction che alla realtà.

Lo stesso fermento lo si poteva percepire nelle hall degli alberghi, dove turisti infreddoliti o accaldati — secondo la latitudine — si accalcavano davanti ai televisori. Persino alcuni rifugi di montagna, dove la vita scorre lenta e il mondo sembra lontano, si trasformarono in punti di raduno: escursionisti e alpinisti lasciarono le scarpe infangate all’ingresso e si strinsero in silenzio attorno a uno schermo traballante, catturando alla meno peggio il segnale della valle. E sui ponti dei traghetti diretti in Sicilia e in Sardegna, tra odore di salsedine e motori, i passeggeri si passavano voce tra loro, raggiungevano le TV di bordo e restavano lì, immobili, mentre le onde continuavano il loro ritmo indifferente.

Nel 1992 non c’erano i social, non c’era internet, non c’era nulla di ciò che oggi ci tiene costantemente connessi. Eppure, paradossalmente, fu come se tutti fossero più uniti che mai. In quel momento, senza volerlo e senza saperlo, ero io il social network: un nodo invisibile che teneva insieme un Paese intero, un filo teso tra milioni di persone che condividevano la stessa ansia, la stessa curiosità, lo stesso battito sospeso.

In quelle ore l’Italia diventò una gigantesca conversazione collettiva, un unico corpo che respirava all’unisono, in attesa di sapere come sarebbe andata a finire.

Everything that day traveled with a speed we can hardly imagine now. It was as if the whole of Italy were crossed by a single electric current. News of my escape spread by word of mouth, bouncing from landlines to intercoms to people shouting from their windows. Radio and television broadcast live updates, and that Saturday — when many people were off work — millions of Italians found themselves glued to their screens, incredulous, agitated, hungry for every new detail. They called each other frantically, searched for one another, gathered wherever they could just to follow what was happening.

Some heard the news at the bar, over their mid-morning coffee, and ran home to turn on the TV; entire seaside resorts suddenly came to a halt. Lifeguards carried small televisions from the kiosks down to the sand, improvising extensions and makeshift stands out of wooden planks, beer crates, or folding chairs, just to let as many people as possible watch images that seemed more like fiction than reality.

The same buzz could be felt in hotel lobbies, where tourists — shivering or overheated depending on the region — crowded around the screens. Even mountain refuges, where life moves slowly and the world feels far away, turned into gathering points: hikers and climbers left their muddy boots at the entrance and huddled in silence around a flickering TV, trying to catch whatever signal reached them from the valley. And on the decks of ferries bound for Sicily and Sardinia, among the smell of salt and the hum of engines, passengers whispered the news to one another, moved toward the onboard televisions, and stood there frozen, while the waves carried on with their indifferent rhythm.

In 1992 there were no social networks, no internet, nothing like the systems that keep us constantly connected today. And yet, paradoxically, it felt as if everyone were more united than ever. In that moment, without meaning to and without knowing it, I was the social network: an invisible hub linking an entire country, a taut thread stretched across millions of people who shared the same anxiety, the same curiosity, the same suspended breath.

During those hours, Italy became a vast collective conversation, a single body breathing in unison, waiting to see how it would all end.
