Milano lotta conro i furti di biciclette

Il Comune di Milano vuole creare un registro online delle biciclette, facilmente consultabile e contenente i dati dei proprietari, le foto e le descrizioni delle bici e i relativi codici univoci di marcatura incisi sulle stesse due ruote: un sistema di registrazione capace di facilitare il recupero delle bici rubate e scoraggiare i fenomeni di ricettazione, con un accesso dedicato alle forze dell’ordine.

Gli uffici di Palazzo Marino hanno approvato le linee guida dell’Avviso pubblico rivolto alle imprese o alle associazioni che svolgono l’attività di marcatura delle biciclette sul territorio del Comune. 

Il registro accoglierà sia i mezzi già dotati di un codice univoco fornito dal produttore sia quelli che ne sono sprovvisti e farà da archivio per i passaggi di proprietà dei veicoli. Sarà accessibile e utilizzabile da tutti i cittadini dotati di un profilo completo sul portale del Comune di Milano ma potrà essere utilizzato anche da chi non è residente e utilizza spesso la bicicletta in città.

Dopo l’accesso al sito attraverso il profilo completo, il cittadino registrerà la propria bicicletta, inserendo foto e informazioni del mezzo (compreso il codice di marcatura del produttore, qualora la bici ne fosse provvista). L'utente riceverà quindi un voucher con un primo codice identificativo di avvenuta registrazione della bicicletta. Con questo potrà andare presso uno dei soggetti autorizzati dal Comune (attraverso l’Avviso pubblico) che, verificati i dati, procederà con la marcatura utilizzando un nuovo codice emesso dal sistema.

Il sistema di marcatura dovrà portare all’apposizione di un codice univoco ben visibile ed anticontraffazione nel rispetto delle norme di legge vigenti in materia di tutela della privacy.
I partecipanti all’Avviso potranno proporre sistemi diversi e innovativi, tra i quali – ad esempio – la marcatura meccanica, a micropercussione, a laser, la marcatura UV o tramite etichetta adesiva non rimovibile. Qualunque sia la modalità di marcatura prescelta la stessa dovrà essere apposta su punti visibili e facilmente individuabili della bicicletta, quali ad esempio il telaio, la parte dello stesso su cui si innesta il sellino o quella nel quale si innesta il manubrio.

Milan wants to create an online bicycles register, easily accessible and containing owner data, photos and descriptions of the bikes and the unique univocal marking codes engraved on the same two wheels: a registration system that facilitates the recovery of stolen bikes and discouraging stolen goods, with dedicated access to law enforcement.

The offices of Palazzo Marino have approved the guidelines of the Public Notice addressed to companies or associations that carry out the activity of marking bicycles on the territory of the Municipality.

The register will host both vehicles already equipped with a univocal code supplied by the manufacturer and those that do not have them and will act as an archive for vehicle ownership changes. It will be accessible and usable by all citizens with a complete profile on the portal of the City of Milan but can also be used by those who are not resident and often uses the bike in the city.

After accessing the site through the full profile, the citizen will register his bicycle, inserting photos and information about the vehicle (including the manufacturer's code, if the bike is provided). The user will then receive a voucher with a first identification code of successful bike registration. With this you can go to one of the subjects authorized by the Municipality (through the Public Notice) that, after checking the data, will proceed with the marking using a new code issued by the system.

The marking system must lead to the affixing of a clearly visible and anti-counterfeiting code in compliance with the laws in force concerning the protection of privacy.

Participants in the Notice may propose different and innovative systems, among which - for example - mechanical marking, micro-percussion, laser marking, UV marking or non-removable adhesive label. Whatever the chosen marking method, the same must be affixed to visible and easily identifiable points of the bicycle, such as the frame, the part of the same on which the seat is grafted or the one in which the handlebar is inserted.
